COUNCIL MEETING

MAY 30TH, 2002

Mayor Salter called the meeting to order at 7:03 PM at City Hall.

Those in attendance for the Council Meeting were as follows:

Mayor – Lois Salter

Council Members: Tony Arakawa, Frank Lombardi, Ken Massaroni, and Delicia Reynolds

City Clerk – Claire Grimes

BLEMA – Tom Kitchens

City Manager/Treasurer – John Rockers

Citizens present: 2

 

Millage Rate: Council Member Reynolds reported that based on the County numbers they said to use that a proposed Millage Rate of 4.4 would be a high enough rate to cover all the budgeted City expenses for the year 2002. There were many questions asked by Council and there was much discussion. Mayor Salter stated that she wanted to lower taxes as much as possible without having to raise them again next year. This would be lowering the Millage Rate from 5.4 in 2001 to 4.4 for 2002. Council Member Reynolds stated that taxes are due September 15th of 2002 with the balance due on December 15th if paying in installments.

Council Member Reynolds motioned that Council take all necessary steps to set the City's Millage Rate at 4.4. Council Member Lombardi seconded the motion and approval was unanimous.

City Historian:

Mayor Salter discussed the fact that the position of City Historian would be a volunteer position but there would be a small expense for supplies and for a subscription to the AJC. There was discussion about where the scrapbooks would be stored. It was decided to keep them at the home of Jackie Wall and that she could make them available to citizens upon request. It was also suggested that Jackie be asked to

Council Member Reynolds motioned to appoint Jackie Wall as City Historian. Council Member Massaroni seconded the motion and approval was unanimous.

Other

The Mayor stated that the new police officer, Doug McClure, who has replaced Ray Dunlap as the coordinator for the officers who work in the City, has asked to have a business card printed which will have his cell telephone number on it. He believes this will be helpful to citizens. There was much discussion. Council Member Massaroni suggested the card read: City of Berkeley Lake, Police Services.

Council Member Massaroni presented the drawings made by one of our citizens, Michael Penny. The drawings offered two options for the proposed new City Center building. Council Members reviewed and discussed the drawings and agreed to discuss further at the June Council meeting.

Council Member Arakawa discussed his invitation to attend the ARC Leadership Institute. He asked Council for approval to move ahead with this invitation at the cost of $1850.00.

Council Member Lombardi motioned to support Mr. Arakawa in this effort and to move forward to allocate the funds necessary. Council Member Massaroni seconded the motion and approval was unanimous.

There being no further business, Council Member Reynolds motioned to adjourn to executive session for the purpose of discussion of personnel issues. Council Member Arakawa seconded the motion. The regular Council meeting adjourned at 8:00 PM.

After executive session there were no citizens present. Mayor Salter adjourned the meeting at 8:45 PM.
