Those in attendance for the special called Council Meeting were as follows:

Mayor Salter called the meeting to order at 6:25 p.m. at 4040 Berkeley Lake Road.
REASON FOR MEETING
The reason for this special called meeting is to make a resolution for the submission of an application to Gwinnett County for a construction assistance grant.
MOTION TO COMBINE MINUTES
Councilmember Liz Branstead made a motion to combine these minutes with the previous Council meeting minutes of March 9, 2000.
Councilmember Tony Arakawa seconded the motion. Approval was unanimous.
PRESENTATION OF GRANT PROPOSAL
Councilmember Phil Cuttino presented the proposal for the City of Berkeley Lake Family Pavilion. The Pavilion will be basically a one-story structure built next to City Hall. It will be called the Family Pavilion and it is to offer shelter and a place for social exchange. Phil reported that the county would pay 50% of most of the building cost. The cost estimate for the Pavilion is $30,000. There was discussion about the cost of building the Pavilion and moving the septic tank. Many Councilmembers believe that the cost could exceed the $30,000. Councilmember Arakawa stated that it would be unfortunate to understate the cost of building the Pavilion. There was discussion about increasing the amount of the grant and that the county only needed the general guidelines for the cost of the Pavilion in the initial proposal. Councilmember Liz Branstead suggested that the Council double the grant amount. Mayor Salter asked the Council about increasing the proposal to the county to $60,000 and could the City of Berkeley Lake afford to pay up to $30,000 for this structure. Councilmember Reynolds pointed out that this meeting was to resolve to ask for the money from the county not to spend the money. Ms. Reynolds further stated that spending of such money should be presented in a public hearing.
MOTION TO AUTHORIZE TO MAKE APPLICATION
Councilmember Liz Branstead motioned to authorize to make application to the Gwinnett County Board of Commissioners for a construction assistance grant in an amount sufficient to assist with City projects, and the Mayor or any member of the City Council is authorized to execute and submit any such application on behalf of the City. Councilmember Ken Massaroni seconded the motion. Approval was unanimous.
CITIZEN COMMENTS
Craig Belt pointed out that this structure would require a variance or a use permit. He also stated that public spending should to be put up for bid.
ADJOURNMENT
Councilmember Ken Massaroni moved to adjourn the meeting. Councilmember Liz Branstead seconded the motion. Approval was unanimous. The meeting was adjourned at 7:00 p.m.
