SPECIAL CITY COUNCIL MEETING
October 13, 1999

B. J. Barrett, Billy Grimes, and Claire Grimes of the Traffic Control subcommittee.

Sherwin Levinson, Mayor Pro Tem, presided in the absence of the Mayor and called the meeting to order at 6:41 PM. The purpose of the special meeting was to briefly review a traffic study performed by the Gwinnett County Department of Transportation (DOT) and to hear a proposal from Marsha Anderson.
Claire Grimes distributed summaries of the Gwinnett DOT study (attached) and discussed these briefly. She also stated that about 54% of the residents of Lakeshore, Ridge, and Little Ridge roads had thus far signed a petition requesting speed humps or tables.
Marsha Anderson proceeded to explain why speed humps or tables may not always help and may sometimes even make speeding problems worse. She emphasized the need for a study to determine and understand the specific problems before choosing solutions. She proceeded to describe other methods of controlling speeding, such as painting shoulder lines to make the road appear narrower, adding traffic circles, and adding right-angle turns. Copies of Street Smarts’ proposal (attached) were distributed.
A MOTION WAS MADE BY COUNCIL MEMBER KITCHENS AND SECONDED BY COUNCIL MEMBER RUYS TO ADJOURN AT 7:31 PM. APPROVAL WAS UNANIMOUS.
