At the first regular meeting of the city council in each year, the mayor, with the approval of the city council, shall appoint a city treasurer who shall not be a councilmember. The city treasurer may be the same person as the city clerk. The city treasurer shall be a practical bookkeeper, shall keep the city's financial records, shall be the official tax collector of the city, and perform such other duties as may be required by the city council.
