At the first regular meeting of the city council in each year, the mayor, with the approval of the city council, shall appoint a city clerk who shall not be a councilmember. The city clerk shall be custodian of the official city seal and city records; maintain city council records required by this charter; and perform such other duties as may be required by the city council. Copies of all papers filed in the office of the city clerk and transcripts of the records of the city council and of the recorder's court certified by the clerk under the corporate seal of the City of Berkeley Lake shall be evidence in all courts as if the original was produced.
