CITY HALL PLANNING KICK OFF SESSION CITY OF BERKELEY LAKE 4040 BERKELEY LAKE ROAD BERKELEY LAKE, GEORGIA 30096 Draft Minutes for August 23rd, 2006
Those in attendance for the City Hall planning kick-off session were as follows: Mayor: Lois Salter Council Members: Walter Anderson, Bernie Cohen, Debbie Guthrie, George Sipe and Tom Kitchens City Clerk- Jackie Wall Eric Boseman- Urban Collage Barbara Carroll- Liaison to Urban Collage, Chair of Facilities Committee and President of Berkeley Walk Community Association. Invited members: Lane Shutt (Berkeley Lake Chapel), Rebecca Spitler, BLOSOMS and Miramont HOA. Citizens: 2
Introduction Barbara Carroll introduced Eric Boseman from Urban Collage
Presentation Boseman gave a short introduction about Urban Collage. He then gave a Powerpoint presentation which described the programing goals and principles:
-Clarify the goals, requirements and functions to be served by a new City hall -Quantify space needs and approximate size and cost of a new facility -Gather community input and involve citizens in the planning process -Prepare the City to move forward efficiently with the design and construction of a new facility -Develop and design a handbook for a future architectural design team outlining project goals, needs and requirements -Boseman then described the steps that would achieve the goals:
Step 1: Mobilization Identify project participants Gather background information Conduct kick-off meeting
Boseman noted that we were already completing step 1.
Step 2: Visioning / Goal setting Conduct community vision session -Function -Form -Economy -Time 2-3 hour facilitated meeting to discuss facility goals and requirements Publish vision report
Step 3: Programming Work Session Meet with city staff and leaders to outline more specific facility needs: -Office spaces, -Meeting spaces, -Support needs, -Special requirements, -Equipment and parking
Step 4: Concept Development Develop master plan concepts Review preliminary concepts with city leaders Conduct community input meeting Identify priorities Revise plans as necessary
Step 5: Documentation Project goals and requirements Existing conditions information Space list for future facility Required and desired adjacencies Concept diagrams Property needs Preliminary budget Preliminary schedule
Boseman then noted hat the next step was Step 2 and suggested that a date be decided upon for the community vision session. It was agreed that it should be on Thursday 14th September at 7-9:30 pm at the chapel. There was some discussion as to how we could this message out to the community as soon a possible.
The kick-off meeting finished at 7.50pm.
