  • Trespassing upon the dam or spillway is prohibited by City ordinance. The ordinance states that “No person, except as authorized, shall trespass in anyway whatsoever, upon the dam or spillway within the city limits. Such trespass shall also include the touching of by any means, mechanical or otherwise, of any dam or spillway within the city limits, whatsoever.”
